The comprehensive plan is designed to define the community's vision and determine the needed actions to achieve goals and objectives established by it's citizens.
The Comprehensive Plan focuses on strategic near-term efforts to stabilize and improve our city, and will demonstrate to all stakeholders that change is possible. The public engagement process will identify priorities to ensure that resources are strategically leveraged and deployed. To guide our actions over the next several years, implementation strategies will be prioritized. Those priorities will guide future actions and become a part of the larger composition of strategies and tactics, each driven to maximize the impact of investment and decision-making throughout the city. These priorities should be intended to broadly arrest decline and stabilize the city, while also evolving as the implementation progresses.
The Comprehensive Plan Steering Committee was established to assist the City of St. Joseph in the preparation of a New Comprehensive Plan.
The foundation of all of the planning elements and the single most important factor in determining successful implementation of the Strategic Framework is Public Engagement. The City is committed to participatory implementation, in which we engage in multiple layers simultaneously from individuals and neighborhoods, to sector-based activity to systemic reforms.
The Economic Growth element proposes strategies to grow St. Joseph's economy for all St. Joseph citizens by supporting economic sectors in St. Joseph that have already shown success in job creation including creative jobs, industrial employment and entrepreneurship, and attracts new residents and businesses.
The Land Use element offers strategies that take into account current realities and future needs of St. Joseph's land. The strategies follow the zones in the Strategic Framework that offer guidance on best uses of land with consideration of vacancy rates and land use according to three characteristics: neighborhood, industrial, and landscape.
The Neighborhood element provides strategies to create a diverse range of neighborhood styles and choices that will appeal to a wide variety of people, while also strengthening all neighborhoods across the city. Quality-of-life are addressed with a set of citywide strategies that affect all of St. Joseph
